Do I need flood insurance in Florida?
It depends on three things. If your home insurance is with Citizens and your dwelling (Coverage A) value is $400,000 or more, flood coverage is required now, regardless of your flood zone, and that requirement extends to every Citizens policy on January 1, 2027. Separately, if your home sits in a FEMA Special Flood Hazard Area (a high-risk zone such as A, AE, V or VE) and you have a federally backed mortgage, your lender requires it. Outside those cases it is not legally required, but a large share of Florida flood claims come from outside high-risk zones, so it is widely recommended.
What is the Citizens flood insurance requirement?
Citizens, Florida's insurer of last resort, is phasing in a flood coverage requirement by dwelling value: policies at $500,000 or more were covered starting January 1, 2025, $400,000 or more starting January 1, 2026, and every Citizens policy starting January 1, 2027, regardless of value or flood zone. If you do not provide proof of flood coverage, Citizens can non-renew your policy. Both an NFIP policy and approved private flood insurance satisfy the requirement.
How much does flood insurance cost in Florida?
It varies widely because FEMA's Risk Rating 2.0 prices each address on its own elevation and risk. As a guide, the Florida average runs roughly $760 to $938 a year. In a low-to-moderate risk Zone X, premiums are often around $500 to $700. In a high-risk Special Flood Hazard Area, premiums are typically higher and can run well over $1,000 to $2,500 a year depending on elevation. I am not in a flood zone. Can I still be required to carry flood insurance?
Yes. The Citizens dwelling-value rule applies regardless of flood zone, so a home in low-risk Zone X insured at $400,000 or more with Citizens is required to carry flood coverage today, and all Citizens policies are required by 2027. FEMA flood map revisions taking effect in 2026 in counties including Lee, Collier and Bay can also move a property into a high-risk zone, which triggers the lender requirement.
