The $16 million, 800-foot concrete pier is being built by Vecellio and Grogan, with FEMA covering 75% of the cost. Concrete work and pile driving are finished, and substantial completion is expected in January with a spring opening planned. The deck will sit 28 feet above sea level, and access will be free from 5 a.m. to 10 p.m.
