Estimate: asking price less the $50,000 homestead exemption × Duval County rate (17.86 mills, adopted 2025 millage). Not a bill.
⚠️
Property taxes in Florida are reassessed after a sale, so a buyer’s first full-year bill can be higher than the seller’s. Budget from this estimate, not the current bill, before you make an offer.
Current owner’s estimated bill $9,875/yr ($823/mo) — taxable value $552,500 × 17.86 mills
$1,300 more each year
(+13%)
The current owner’s taxable value is below today’s asking price; after a sale the assessment is set from market value, so the estimated bill is higher. Exemptions and portability can reduce it.

The Messtimate™
The Messtimate
This is a deliberately dumb estimate — living area times a range of recent neighborhood $/sq ft, and nothing else. It is not an appraisal, not market value, and not a valuation of this home. Even a tight range from comparable sales can’t price a specific home — here’s why.
$670,236the mess$750,228
Stronger local evidence — 6 comparable closed sales in Pelican Point, closed within the last 18 months, same property type, living area within 30% of this home.
Actual list price: $675,000 — compare it against the range above. The Messtimate is a blind sqft estimate; the list price reflects this specific home.
A 12% spread on the same house — and that gap is exactly what an automated guess can't see:
Condition & updates — a 1982 home may have had its roof, kitchen, or HVAC replaced since, or not; sq ft can't see either.
The lot — this listing is waterfront; water frontage is priced far off a per-sq-ft average of the neighborhood.
Outliers skew it — the band above comes from 6 nearby sales; one flip or distressed sale moves the whole $/sq ft.
Carrying costs & concessions — this home carries HOA dues of $994/mo; with insurance and any seller-paid buydown, that changes what a buyer actually pays, and a sq ft estimate ignores all of it.
And here's what the live market is doing — which the number above ignores entirely:
This home: 120 days on market vs. a 69-day community median
1 active listing competing, 2 under contract
≈1.7 months of supply
7 closed here in the last 12 months
For reference, this home is listed at $675,000 ($557/sq ft). The list price is the seller's asking price and is not derived from this range.
Want a property-specific review from a licensed agent? A Momentum Realty agent will do a real, free comparative market analysis — walking the home, the lot, the condition, and the live market. That's the difference between a Messtimate and a valuation.
Methodology: 1,212 sq ft × $553–$619/sq ft (interquartile band of 6 comparable closed sales in Pelican Point, last 18 months; MLS closed-sale records). Estimate for general information only; not an appraisal, valuation, or offer. Updated October 11, 2026.

St. Johns County denies 4,462-acre Palm Valley farmland housing application under new state enclave law
Commissioners denied 3-2 on Sept. 15 the 4,462-acre Palm Valley application near Nocatee under the state agricultural enclave law, and the county plans to fight it in court. Another proposal of nearly 1,200 acres and about 15,000 homes south of St. Augustine was approved in August, then denied 3-2 on Sept. 28. St. Johns County has received 16 applications under the law.
Why it matters: The outcome of these applications will shape how much new housing supply can be added on rural land in the county. The site is about 9 miles south of Pelican Point.
Loretto Elementary breaks ground on $12.3 million classroom addition
The addition will replace 13 portable classrooms and two aging pod buildings with 15 classrooms, a music room and a teacher planning room, and will expand the parent drop-off loop. The school enrolls 875 students for 2026-27. Funding comes from the voter-approved half-cent sales tax, with opening expected in 2028.
Why it matters: Expanded permanent capacity and a longer drop-off loop affect school-area traffic and classroom availability in the Mandarin area. The project is about 16 miles southwest of Pelican Point, elsewhere in Duval County.
JEA advances about $690 million in infrastructure projects including Fulton Cut transmission line raise near JAXPORT
JEA is moving forward with three water reclamation projects (Blacks Ford in northwest St. Johns County, over $220 million; near Jacksonville International Airport, about $193 million; East Arlington, just under $165 million) and the $117 million Fulton Cut transmission line clearance over the St. Johns River near Blount Island. Fulton Cut, shared with JAXPORT and the city, is expected to finish in summer 2027 and all four projects by 2030.
Why it matters: Raised power lines support larger ship access to port terminals, and new reclamation capacity supports growth in surrounding areas. The site is about 9 miles northwest of Pelican Point.
Culinary Institute of America selects Jacksonville for Southeast campus
News4Jax reported that the Culinary Institute of America chose downtown Jacksonville for its Southeast hub, to be located at 330 E. Bay Street on the Northbank riverfront. The campus would anchor a $160.5 million hotel and convention center development. The city previously approved up to $35 million in incentives, and the Downtown Investment Authority is finalizing agreements on design and property details.
Why it matters: Anchors a major downtown riverfront redevelopment that pairs an educational campus with hotel and convention space, adding institutional and commercial investment to the urban core alongside Riverfront Plaza and Pearl Square. The project is about 16 miles west of Pelican Point, elsewhere in Duval County.

Items worth confirming for 1901 1ST Street #1503, chosen from what the record shows. This is general guidance, not advice about this specific property.
Built in 1982 (44 years): ask for the roof and HVAC replacement dates — insurers commonly ask for roof age on homes this old, and it changes the premium.
Condominium: request the association's budget, reserves, the most recent milestone or structural inspection report, and two years of meeting minutes before relying on the dues.
FEMA flood zone X: flood insurance is not usually required, but get a quote anyway — FEMA reports roughly one in four flood claims come from outside high-risk zones.
Get a homeowners insurance quote for this specific address in Duval County; a wind-mitigation inspection and, on older homes, a four-point inspection can change the premium.
Waterfront: confirm seawall or dock condition and permits, and ask who owns and maintains the shoreline.
Listed living area is 1,212 sq ft: verify it against the property appraiser's record and measure before relying on it.
Order a survey to confirm lot boundaries and easements.
Review permit history with the county.
Property taxes: the estimate on this page (about $11,175/yr) assumes reassessment at the list price less the homestead exemption. Estimated buyer taxes are about $1,300 more per year than the current owner’s estimated bill (+13%). Exemptions and portability change the actual bill — confirm with the county property appraiser.
School zoning shown here comes from district data and changes; confirm the assigned schools directly with the district before relying on them.

Frequently asked questions
How big is 1901 1ST Street #1503 and when was it built?
Per the listing record, 1901 1ST Street #1503 was built in 1982 and has 1,212 sq ft of living area, 2 bedrooms and 2.0 bathrooms. Living area and lot size come from the MLS record and should be verified against the county property appraiser.
What community is 1901 1ST Street #1503 in?
1901 1ST Street #1503 is in Pelican Point in Jacksonville Beach, Duval County. The comparable-sales section on this page shows recent closed sales nearby from the same MLS data.
Does 1901 1ST Street #1503 have an HOA, and how much are the dues?
The listing reports HOA dues of $994 per month. Dues, what they cover, and the community's rules should be confirmed from the association's current documents before relying on them.
Why might property taxes on 1901 1ST Street #1503 differ from the current owner's?
The estimate on this page (about $11,175 per year) assumes reassessment at the list price less the homestead exemption. Estimated buyer taxes are about $1,300 more per year than the current owner’s estimated bill (+13%). Florida reassesses a home after it sells; for a homesteaded seller the Save Our Homes cap on their assessment does not transfer, and a buyer's own exemptions and portability are applied separately, so the two bills usually differ. Any tax figure shown here is an estimate, not the actual bill — confirm with the county property appraiser and tax collector.
Is 1901 1ST Street #1503 in a flood zone?
The FEMA flood map places this parcel in Zone X, outside the special flood hazard area, so flood insurance is not usually required by a lender. It is still available and worth quoting; confirm the parcel's status with FEMA and your insurer.
Can I rely on the figures on this page?
No. Estimated taxes, insurance, payments, and any market or comparable-sales summary are opinions and estimates for general information only and should not be relied upon. Verify all information independently before making any decision.
