St. Johns commission deadlocks on the 4,462 acre Palm Valley enclave and votes to explore a legal challenge to the state law
On September 1 the St. Johns County Commission failed to reach a majority either to certify or deny the Davis family and PARC Group application to certify more than 4,000 acres north of Nocatee as an agricultural enclave under the 2026 state law. Motions to deny and to approve both failed on 3 to 2 votes. Commissioners then voted 3 to 2 to direct county counsel to look into ways to challenge the law itself. County staff say the application is automatically certified if the county takes no action by about September 28.
