Why is Florida so cheap in some places and not others?
Insurance and land. Inland counties carry lower Citizens premiums and lower land values; the coast carries wind exposure, flood zones and demand. The ranking includes the county's average Citizens premium so the gap is visible rather than hidden in the mortgage payment.
