What to Check Before You Buy a Home in Jacksonville: Flood Zone, Insurance, Commute, Fees, Septic and Airport Noise

Before you buy any home in Jacksonville, check six things about the property itself: its FEMA flood zone and elevation, what homeowners and flood insurance will cost at that address, the drive time to where you need to be, the HOA and CDD fees that ride on top of the mortgage, whether the home is on sewer and city water or septic and a well, and whether it sits inside a published airport noise contour. These are facts attached to a parcel, each has an official source, and each changes what the home costs to own.

What FEMA flood zone is the home in, and how high does it sit?

Every parcel in Duval, St. Johns, Clay and Nassau County carries a FEMA flood zone designation. The zone decides whether a lender requires flood insurance, what it costs and how the home is treated at resale. Zone X (unshaded) is minimal hazard with no requirement; X-shaded is moderate; AE, A and VE are special flood hazard areas where a federally backed mortgage requires flood coverage. Our Jacksonville flood zones by neighborhood page (FEMA National Flood Hazard Layer, Duval County GIS; Q2 2026) breaks the city down by zone, with matching pages for St. Augustine, Orange Park, Ponte Vedra Beach and Fernandina Beach.

The zone is not the whole story since FEMA's Risk Rating 2.0 began phasing in during October 2021. Premiums are now priced to the specific property: elevation of the lowest floor, distance to water, structure type and replacement cost. Ask the seller for an elevation certificate; if there is none, order one during the inspection period. Confirm the zone by address at the FEMA Flood Map Service Center (msc.fema.gov). Our Jacksonville flood insurance tracker (Q2 2026) put the average NFIP premium in Northeast Florida at $2,847 a year for single-family homes and found 32% of Northeast Florida homes in zones AE, VE or X-shaded; typical annual ranges were $500 to $900 in zone X, $800 to $1,800 in X-shaded, $1,800 to $4,500 in AE and $3,500 to $9,000 or more in VE. The Florida flood insurance calculator estimates a specific home.

What will insurance cost at this address?

Get a homeowners quote during the inspection period, with the four-point and wind mitigation reports in hand, because roof age and construction details move the number more than the ZIP code does. For context, average Citizens Property Insurance homeowners premiums from the April 2026 Detail by County, on our home insurance by county map: Duval County $1,315 a year, St. Johns $1,378, Clay $1,189, Nassau $1,159, statewide $1,843. By city on the same data: Jacksonville $1,780, Orange Park $1,490, St. Augustine $1,860, Fernandina Beach $2,130, Ponte Vedra Beach $3,370, Jacksonville Beach $3,840 and Neptune Beach $4,460. Citizens is the insurer of last resort, so treat these as a floor.

Our insurance versus property tax dataset (September 2026) shows that in Duval County the average Citizens premium is 0.58 times the median property tax bill of $2,264, so tax is still the larger bill here, unlike in 29 of Florida's 67 counties. Wind mitigation features (roof shape, roof-to-wall attachment, opening protection) earn discounts; the wind mitigation savings calculator shows what each is worth. The hurricane deductible calculator turns a 2% or 5% deductible into dollars.

How long is the drive to where you need to be?

We maintain commute-ring pages that rank every community we track by estimated drive time to the region's largest destinations, with current listings and median sold prices in each ring:

Drive times on those pages are estimates from road distance, not rush-hour measurements. The bridges over the St. Johns River and the Intracoastal are where Jacksonville commutes bunch up, so test the drive at the hour you will make it.

What HOA and CDD fees come with the home?

Two fees ride on top of principal, interest, tax and insurance in most newer Jacksonville-area communities. HOA dues fund private amenities and shared maintenance and are set by the association board. A Community Development District (CDD) is a special-purpose government that financed the community's roads, water, sewer and parks with bonds; the annual CDD assessment appears on the property tax bill and continues until the bonds are retired. Our Jacksonville HOA and CDD database (Q2 2026, 47 master-planned communities) shows average annual HOA dues of $1,847 and average annual CDD payments of $2,400 where a CDD applies; together they often add $200 to $500 a month.

Before you write the offer, get the current dues, the CDD assessment split into debt and operations, any special assessments, and the capital contribution charged at closing. Community pages: Nocatee CDD fees, St. Johns County CDD fees, Julington Creek Plantation, RiverTown and Shearwater, plus the explainer on CDD fees in new construction. The CDD carrying cost calculator combines CDD, HOA and county property tax into one monthly figure. For a condo, add the condo reserve calculator.

Is the home on sewer and city water, or septic and a well?

Many homes in Duval, Clay, St. Johns and Nassau County outside the urban service area are on septic systems and private wells. Neither is a defect, but both are costs and inspections you need to know about. A septic system needs its own inspection (tank, drain field, pumping record) and will eventually need replacement; a well needs a water quality and flow test. Also ask whether municipal sewer is available at the street, because a future connection can carry an assessment.

How to check: the listing's utility fields are a starting point, not the answer. Confirm with the county property appraiser's record, the seller's disclosure, and the utility (JEA in most of Duval County). The Florida Department of Health's Florida Water Management Inventory records sewer and water status parcel by parcel for every county. Price the replacement cost into your offer if the system is near the end of its life.

Is the home inside a published airport noise contour?

Jacksonville has three airfields with published noise studies; the official contour maps are the only sources to rely on:

  • NAS Jacksonville (Westside, on the St. Johns River): the U.S. Navy publishes an Air Installations Compatible Use Zones (AICUZ) study for the base, with day-night average sound level (DNL) noise zones and accident potential zones; it is available from Navy Region Southeast (cnic.navy.mil, NAS Jacksonville). Naval Station Mayport has a separate AICUZ study.
  • Jacksonville International Airport (Northside): the Jacksonville Aviation Authority's FAR Part 150 Noise and Land Use Compatibility Study, with noise exposure maps, is published at flyjacksonville.com; the authority's aviation noise page is at flyjacksonville.com/content.aspx?id=516.
  • Cecil Airport (Westside): also operated by the Jacksonville Aviation Authority, with noise information through the same site.

Look for the DNL 65 contour, the federal threshold at which residential use is considered incompatible without mitigation, and check the title commitment for a recorded avigation easement. The Part 150 study also maps flight tracks outside the contours.

Two more numbers to verify before the offer

The tax bill in the listing belongs to the seller and resets to market value the January after you close; run the property tax after purchase calculator. Then put the insurance, flood, HOA, CDD and tax figures together in the true cost of ownership calculator and price the offer with the Florida home offer calculator. How do I know if a house is on septic or city sewer?

Check the county property appraiser's record and the seller's disclosure, confirm with the utility (JEA in most of Duval County), and order a septic inspection during the inspection period if it is on septic. The Florida Department of Health's Florida Water Management Inventory records sewer, septic, public water and well status parcel by parcel.

Where are the airport noise maps for Jacksonville?

For NAS Jacksonville and Naval Station Mayport, the U.S. Navy's AICUZ studies published by Navy Region Southeast map DNL noise zones.
