For buyers that means the builder-incentive window is real but narrowing; compare the all-in cost (rate buydown, closing credits, HOA and CDD) against a resale in the same ZIP using the tables above. For sellers in a ZIP where new construction is a third or more of inventory, price against the builder’s base price plus incentives, not against last year’s resale comps.
