Proposed: 25 buildings of four, seven and eight units — 182 residences on about 14 acres; site plans reported February 2025, no update since · Francis Rd & Edgewood Ave W vicinity · ZIP 32209 (unconfirmed)

A proposed 182-residence Forestar Group project off Francis Road and West Edgewood Avenue — site plans reported submitted in February 2025 and silent for roughly 17 months since. Not approved that we can confirm, not built, not selling. The primary source describes 25 multi-unit buildings, not single-family homes, and despite the name it does not appear to sit on the Cedar River.

Nothing is for sale here and there may be nothing here at all. The only substantive reporting is a single Florida YIMBY item dated February 23, 2025, citing the Jacksonville Business Journal. As of July 16, 2026 we could not retrieve any approval, plat, permit, land closing, or builder announcement in the ~17 months since. Three corrections to what circulates about this project: the primary source describes attached multi-unit buildings, not single-family homes; no builder is named (D.R. Horton is a guess, not a fact); and the site owner of record was IPS Enterprises Inc., not St. Johns Trading Co., which owns Forestar's separate Francis Pointe site.

Jon's Current Read

"Cedar River Station is a proposal, not a place. Forestar Group Inc. — the publicly traded Arlington, Texas lot developer whose majority shareholder is D.R. Horton at roughly 62 percent — was reported by Florida YIMBY on February 23, 2025, citing the Jacksonville Business Journal, to have submitted site plans for 25 buildings offering four, seven and eight units each, 182 residences total, on a vacant 14-acre site owned by IPS Enterprises Inc., with Adkinson Engineering as engineer, "off Francis Road and West Edgewood Avenue." That single article is essentially the entire public record. Read the arithmetic before you read the marketing: 182 units across 25 buildings on 14 acres is roughly 13 units per acre. That is an attached, townhome-style program. Summaries calling this "single-family" are not supported by the primary description, and no builder has been named for it — Forestar's business is entitling and delivering lots to builders, so a D.R. Horton vertical is a plausible guess and nothing more. The name is also doing work the geography does not support. The Cedar River is a Westside waterway that runs into the Ortega River west of Roosevelt Boulevard; our anchor for Francis Road and Edgewood Avenue West places this site in ZIP 32209 off New Kings Road, several miles northeast, in the Trout River and Ribault drainage. Florida YIMBY calls the location "west Jacksonville"; our anchor says Northwest. We flag that conflict rather than paper over it. The honest gaps are nearly everything: no confirmed entitlement status, no recorded plat, no address or parcel, no builder, no price, no HOA, no CDD determination, no amenity list, no flood determination, and no timeline. What matters most is the silence. A February 2025 site-plan submission with no retrievable follow-through 17 months later is a real signal — proposals stall, get redesigned, get sold, or get abandoned, and Forestar had not closed on this land as of the only report we have. Do not plan around this project. Set an alert on the recorded plat and a land closing, and treat everything else as unwritten."

The 60-Second Overview

Cedar River Station is a proposed residential project in Jacksonville, Duval County, reported by Florida YIMBY on February 23, 2025, citing the Jacksonville Business Journal. Forestar Group Inc., a publicly traded residential lot developer headquartered in Arlington, Texas whose majority shareholder is D.R. Horton, was reported to have submitted site plans for 25 buildings of four, seven and eight units each — 182 residences on a vacant 14-acre site, then owned by IPS Enterprises Inc., with Adkinson Engineering as the engineer. The stated location is "off Francis Road and West Edgewood Avenue."

As of July 16, 2026, that report is roughly 17 months old and we could not retrieve a single update to it: no approval, no recorded plat, no permit, no land closing, no builder, no price, no opening date. This page exists to state precisely what is proposed, by whom, on what date, and what remains unknown — including three things commonly gotten wrong about it: the primary source describes attached multi-unit buildings rather than single-family homes; no homebuilder has been named; and despite the name, the site does not appear to front the Cedar River, which is a Westside waterway several miles away.

Best for

  • Buyers and investors tracking the Jacksonville entitlement pipeline who want an honest read on a stalled-looking proposal
  • Buyers who want to be early if and when an attached-product community here is actually platted and priced
  • Buyers who understand that a site-plan submission is not an approval and not a delivery date
  • Buyers who will verify the parcel, the plat, and the flood determination from source documents rather than a headline

Probably not for

  • Buyers who need to purchase in the next several months — there is nothing to buy and no evidence anything is coming
  • Buyers who want detached single-family homes; the primary source describes multi-unit buildings
  • Buyers who need a named builder, a published price, or a confirmed HOA and CDD figure
  • Buyers who want Cedar River frontage, which this project does not appear to have

Tight supply and strong demand favor sellers here. Homes still take about two months to sell, though, and with asking prices running above recent sales per square foot, a prepared buyer has room on anything overpriced. Reading each home against the real comps, not the headline trend, is where the edge is.

The Club & Membership

15-Second Take
  • Optional, member-owned club, separate from the POA
  • ~$30M renovation underway, 2026 to 2028
  • 18-hole course, clubhouse, pool, 10 clay courts
  • Strong value vs Ponte Vedra clubs
  • Budget the membership separately from the home
Aerial of the clubhouse and circular drive at Cedar River Station
Major reinvestment · $30M, 2026 to 2028Coming: a $30 million club transformation. In 2025 the membership overwhelmingly approved Blueprint for Tomorrow, a roughly $30 million plan to elevate the club. It adds a brand-new two-story building beside the main clubhouse with a resort-style pool complex, expanded fitness and wellness spaces, spa amenities, and a poolside casual dining venue, plus a full golf course redesign by architect Andy Staples with classically inspired features and upgraded infrastructure. Design and permitting are underway, with construction phased from 2026 into 2028. For a homeowner, a reinvestment of this scale in the club at the center of the community is a real long-term value catalyst.

Cedar River Station has two separate organizations, and understanding the difference is essential before you buy. The POA, the property owners association, governs the gated community itself, the access control, the common areas, the community amenities, and the shared infrastructure, and every homeowner pays it. Quarterly POA dues include Hotwire internet and cable TV, and are separate from the optional club. The country club is a separate, private, member-owned club, and membership in it is entirely optional. You can own a home behind the gates and pay only the POA, or you can join the club for full access to its amenities.

The private club is a major part of what makes Cedar River Station special. It centers on the 18-hole championship course, a 26,000 square foot clubhouse with dining, ten lighted clay tennis courts and a full racquets program, a heated pool and aquatics, a fitness and wellness center, massage therapy, kids and family activities, and a busy social and events calendar. It is well known for more affordable dues than many area clubs, and it offers several membership levels so families can match access to how they will actually use it.

Because the club is optional and separate, two identical homes can carry very different monthly costs depending on whether the owner joins and at what level. Before you fall for a list price, price the home, the HOA or POA, and the full carrying cost together. We will walk you through the current levels, the dues, and what the renovation means for your timeline. Club and membership details are at jaxgcc.com.

The Golf Course & Amenities

Aerial of the 18-hole golf course and clubhouse at Cedar River Station

The community is built around an 18-hole course designed by Clyde Johnston with Fuzzy Zoeller, threading through the lakes and preserves so that golf and water views shape much of the home inventory, and it is set for a full redesign by architect Andy Staples under the club's $30 million Blueprint for Tomorrow plan. The member-owned club anchors it with a 26,000 square foot clubhouse on the 9th and 18th greens, dining, ten lighted clay tennis courts, a heated Olympic-size pool, and a fitness center. Beyond the club, residents have Woodland Park with sports facilities, plus the 26 community lakes and preserve areas that give the neighborhood its mature, green character.

For most buyers the amenity package is a clear strength, and it is fully delivered rather than promised. The thing to weigh is simply how much of it you will use, since the marquee amenities sit behind the optional club membership rather than the HOA.

Schools

15-Second Take
  • Duval County: Chets Creek, Kernan Middle, Atlantic Coast
  • Chets Creek strong (9/10), verify the middle school
  • Magnet and choice options available
  • Private: Providence (A), Foundation (C+), Bolles (A+)

Cedar River Station is part of Duval County Public Schools. The typical assignment is Chets Creek Elementary, Kernan Middle School, and Atlantic Coast High School, three of the better-known Intracoastal West schools. Duval County also offers magnet and choice programs, and there are private and parochial options nearby.

Here is the honest read: Chets Creek is one of the stronger elementary options in the Intracoastal West area, and the high school sits comfortably above average. Kernan Middle is the school buyers research most closely, which is why many explore the magnet and choice options during those years. Treat the rankings as a starting point, not the full story, and always verify zoning by address.

If we were buying in Cedar River Station, this is the order of operations we would run, and the one we run for our clients.

1

Read the renovation math first. Price the roof, HVAC, pool, and updates honestly before you judge any list price.

2

Choose the lot and view. Golf, lake, and preserve lots hold value; interior lots are where buyers overpay.

3

Target the value pocket: a renovated preserve or lake home under $1.1M.

4

Price the club you would actually use, and get the POA inclusions (Hotwire internet and cable) in writing.

5

Use the 2027 course closure as leverage, cross-shop Glen Kernan, and move fast on the best views.

Homes & Architecture

Cedar River Station homes were built largely between 1987 and 2000 in traditional, ranch, and contemporary styles, on a mix of golf frontage, lakefront, preserve, and interior lots. Because the community is built out, you are buying into a spectrum that runs from original 1990s condition to fully renovated, and the price gap between the two is enormous. A dated home and a beautifully renovated one a few doors apart can differ by hundreds of thousands of dollars, which is exactly where buyers overpay or find value.

This makes Cedar River Station a renovation market as much as a resale market. Many of the best buys are homes in great locations that need updating, where an honest budget for roof, HVAC, pool, and modernization turns a dated house into a strong long-term hold. The risk is underestimating that budget, which is why reading the renovation math is the core skill here.

More on Living in Cedar River Station

The depth without the wall of text. Open what matters to you.

Location and commute
Cedar River Station's Intracoastal West position is a big part of its appeal. It is about four miles from the Atlantic beaches, roughly a 10 to 15 minute drive, and about ten minutes from the St. Johns Town Center for shopping and dining. The UNF and Mayo Clinic corridor is close, and Downtown and the Southside job centers are an easy reach via Beach and JT Butler boulevards.
Traffic reality
The community itself is quiet and gated, but the surrounding Hodges, Beach, and JT Butler boulevard corridors are busy and commercial, and continue to develop. That is the trade-off for the central, convenient location, with everyday shopping and dining minutes away. Test-drive your real commute at your real departure time.
Shopping and dining
The St. Johns Town Center, one of the region's largest shopping and dining destinations, is about ten minutes away, and the Beach Boulevard and Hodges corridors cover everyday needs. The beaches at Atlantic, Neptune, and Ponte Vedra are a short drive east for dining and recreation.
Insurance and flood
As an Intracoastal West community a few miles inland with 26 community lakes, flood exposure varies lot by lot, so pull the exact FEMA flood zone for a specific address rather than assuming. On the homeowners side, roof age is the biggest swing on a 1990s home, so a recently re-roofed house is far easier and cheaper to insure. Always get a real insurance quote on the specific home.

Questions we ask on a specific home

The questions a local who knows Cedar River Station asks are different from the ones a portal answers. On any specific home, we want to know:

  • Homes along the fairways at Cedar River Station

How old are the roof, HVAC, and pool equipment, and what does that do to the insurance quote?

  • Clubhouse entrance at Cedar River Station

What is the honest renovation budget to bring this home current?

  • Lakes and amenities at Cedar River Station

What does the view back to: golf, lake, preserve, or another home?

  • Clubhouse at Cedar River Station

What exactly do the POA dues include (Hotwire internet and cable, access control), and what would the club cost at the tier we would use?

  • Gated entrance at Cedar River Station

Is this one of the stronger resale lots, or a base lot priced like a premium one?

  • Aerial of Cedar River Station

How does this home compare to the closest active and sold listings in Glen Kernan?

Jon Brooks · Co-Founder, Momentum Realty

Cedar River Station is a condition game. The gates, the course, and the location are priced into every listing, so the money is made or lost on the renovation math, the lot and view, and the club decision. A dated interior home and a renovated golf-frontage home are completely different buys at very different true costs, even when the list prices look close. The listing agent works for the seller. Our job is to read the renovation honestly, verify the POA inclusions and the full carrying costs, pull the true comparable sales, and structure an offer that protects you.

Our advice to Cedar River Station buyers is to cross-shop it against Glen Kernan and Deerwood on location, lot, and total cost of ownership, and to move decisively on the right golf or lakefront home, since the best views still sell fast. With no CDD and an optional, affordable club, Cedar River Station is one of the strongest values among Jacksonville's gated golf communities for the buyer who reads it right.

Who Cedar River Station Fits Best

We would rather tell you the truth than sell you the wrong house. Here is who Cedar River Station fits, and who should look elsewhere. It is a property question, not a personal one.

Great fit if you want

  • A gated, established golf community in a central, convenient location.
  • An optional, relatively affordable member-owned club.
  • No CDD and a strong resale story on the right lot.
  • Renovation upside on a well-located 1990s home.
  • Minutes to the Town Center, beaches, UNF, and Mayo Clinic.

Probably not ideal if you want

  • A brand-new build with the latest finishes and a builder warranty.
  • The lowest possible entry price; this is a seven-figure market on average.
  • A turnkey home with zero renovation, with no premium to pay for it.
  • No HOA structure and none of the rules that come with a gated community.
  • Estate-size acreage; lots here are master-planned, not sprawling.

The honest trade-offs

Pros

  • Gated, established golf community in a central Intracoastal West location.
  • 18-hole course and a member-owned club with optional, relatively affordable dues.
  • NO CDD, a real carrying-cost edge over newer master plans.
  • Minutes from the St. Johns Town Center, beaches, UNF, and Mayo Clinic.
  • Dual attended gates and 26 lakes give it a mature, private character.
  • Renovation upside on well-located 1990s homes.

Cons

  • A seven-figure market on average; not an entry-level community.
  • All-resale 1990s housing stock that often needs updating.
  • HOA dues plus optional club costs to budget separately.
  • The best golf and lakefront lots command premiums and sell fast.
  • Busy surrounding Hodges, Beach, and JT Butler corridors.
  • No new construction; every purchase is a resale.
The takeaway

Three honest price bands. The entry is a renovation play, the core is updated 3 to 5 bedroom homes, and the top is golf and lakefront estates. Condition sets where a home lands.

Jon Brooks, Momentum Realty
Operator Note

The trap here is a beautifully staged original-condition home. Staging is cheap; a roof, HVAC, and a full modernization are not. We price the real renovation before you fall for the listing photos, because in an all-resale market that number is the difference between a deal and the most expensive house on the street.

Jon Brooks, Momentum Realty
Operator Note

Most buyers overpay on interior lots in the back half of the community. A sharp renovation can distract you, but the weaker resale position follows the lot, not the finishes. We read the homesite before the kitchen.

The strongest value pocket is usually a renovated home on a good lot priced just under the next tier up. Buyers chasing the single biggest house often pay top prices for what is really a renovation project.

5 Mistakes Buyers Make in Cedar River Station

15-Second Take
  • Calling the listing agent (who works for the seller)
  • Misjudging the renovation budget
  • Overpaying for an interior lot
  • Underbudgeting the carrying costs
  • Skipping the roof, HVAC, and systems check

The same five mistakes cost buyers the most in any market. Every one is avoidable with the right preparation before you tour.

The gates, the course, and the location are priced into every listing. The deal is won or lost on condition, the lot, and the renovation math.

Why our read on Cedar River Station is different.

Most pages on this community are an automated estimate wrapped in stock copy. This one is built from the live realMLS feed, fourteen years of closed sales, and a renovation-by-renovation read of what actually moves value here, lot by lot. No automated estimate, no guesswork.

15-Second Take
  • Golf, lake, and preserve lots hold value best
  • Interior lots are where buyers overpay
  • The lot cannot be renovated, the house can
  • Premium homesites resell faster
  • ~3% asking premium for premium lots today

In a built-out club community, the lot is the resale insurance

The houses can be renovated, but the lot and view cannot. Golf frontage, lakefront, and preserve lots consistently command higher premiums and resell faster than interior lots backing to another home. The premium you pay for a great homesite is the discount you avoid when you sell.

The mistake is paying an estate price for a base interior lot. We help buyers spot which homesites carry real, durable premiums and which are dressed-up interiors, so your money lands where the market will give it back.

HOA & the No-CDD Advantage

15-Second Take
  • No CDD, a real carrying-cost edge
  • Quarterly POA dues (Vesta) include Hotwire internet + cable
  • Club dues are separate and optional
  • Budget a renovation reserve for a 1990s home
  • The no-CDD edge beats Nocatee and RiverTown
The gated entrance at Cedar River Station, maintained by the POA

Here is a genuine financial edge over newer communities: Cedar River Station has no CDD. Unlike master plans such as Nocatee or RiverTown, there is no Community Development District bond riding on your tax bill, which can save thousands of dollars a year in carrying cost. What you do pay is a quarterly POA fee, managed by Vesta Property Services, that covers gated access control, common-area landscaping, community amenities, and shared infrastructure, and is separate from the optional country club. The POA dues include Hotwire internet and cable TV.

The key is to separate the three costs cleanly: the HOA you must pay, the optional club dues you may choose, and the renovation or maintenance reserve a 1990s home deserves. Confirm the exact HOA amount and inclusions for the specific home, since they vary, and remember the club is a separate decision.

The takeaway

Selling here is won on condition and view, not an automated estimate. The right number comes from closed comps matched to your renovation level and lot.

In Cedar River Station, condition and view decide your number

Because buyers here are weighing your home against renovated comps and cross-shopping Glen Kernan, a home priced to the community average instead of its true condition and view either leaves money on the table or sits. A renovated kitchen, newer roof and HVAC, and a golf or lake view all deserve to show up in your price, and a buyer pool reading renovation math needs to be shown why your home is worth it. We build that case with real comps and a pricing strategy for the current market.

You can live in the gated community and pay only the POA, or join the club at one of several membership levels for golf, tennis, swim, fitness, and social access. Cedar River Station is known for more affordable club dues than many area clubs.
What is the Blueprint for Tomorrow renovation?
Blueprint for Tomorrow is a roughly $30 million club improvement plan that the membership approved in 2025. It adds a new two-story building beside the main clubhouse with a resort-style pool complex, expanded fitness and wellness spaces, spa amenities, and a poolside casual dining venue, along with a full golf course redesign by architect Andy Staples. Cedar River Station was developed by Arvida, working with JMB Partners, the same company behind Sawgrass Players Club, Sawgrass Country Club, and St. Johns Golf & Country Club. It was planned in the mid-1980s, welcomed its first residents around 1988, and the private club opened in 1989.
How many homes are in Cedar River Station?
The community has roughly 900 to 1,000 homes, built largely between 1987 and 2000, positioned along 26 community lakes, preserves, and the golf course. There are no vacant lots left to build on, so it is entirely a resale market.
What golf course is in Cedar River Station?

Both are gated golf communities in the Intracoastal West area with convenient dual access. Glen Kernan is newer and more exclusive, with larger estate homes and higher prices, while Cedar River Station is more established, with a member-owned club known for more affordable dues. Many buyers cross-shop the two.
Should I buy a home to renovate in Cedar River Station?
Many buyers do, because the all-resale 1990s housing stock means renovation can be the path to a home in a great location. The key is budgeting honestly for roof, HVAC, pool, and modernization, and weighing a turnkey home's premium against a renovation project. A local agent can help you read the renovation math.
Do I need my own agent to buy in Cedar River Station?
Yes. The listing agent works for the seller. Your own agent represents only you, reads the renovation math, checks the POA inclusions and the full carrying costs, pulls the true comparable sales, and structures an offer that protects you. Momentum Realty will connect you with a Cedar River Station specialist. Call (904) 351-6461 or use the form on this page.

For buyers who want a gated, amenity-rich golf community in a central Intracoastal West location with easy access to the Town Center, beaches, and major roads, Cedar River Station is one of the strongest options in Jacksonville. The community also has Woodland Park with sports facilities, 26 lakes, and preserve areas.
How does Cedar River Station compare to Deerwood?
Deerwood is Jacksonville's original gated community, older and on larger lots, located in the Baymeadows and Southside area. Both are established gated golf communities; the choice often comes down to location and lot size.
Is there a lot of traffic around Cedar River Station?
The community itself is quiet and gated, but the surrounding Hodges, Beach, and JT Butler boulevard corridors are busy and commercial, and continue to develop. That is the trade-off for the convenient, central location with shopping and dining minutes away.
Are there vacant lots to build on in Cedar River Station?
No. The community is built out with no vacant lots remaining, so every purchase is a resale. Buyers choose from existing homes ranging from original 1990s condition to fully renovated, in traditional, ranch, and contemporary styles.
