Jacksonville and HUD partner on manufactured home housing pilot
City leaders and the U.S. Department of Housing and Urban Development signed a memorandum of understanding on June 30 for a housing pilot on city-owned land in Northwest Jacksonville. The city plans to convey about 17.5 acres, with roughly 5 acres used to install up to 10 manufactured homes per acre for sale to buyers earning 80 to 120 percent of area median income. A land use amendment and rezoning are being prepared so a nonprofit can develop the property.

Former Baymeadows office campus reviewed for industrial conversion
The city is reviewing a site work request at the former AT&T American Transtech property at 8000 Baymeadows Way to prepare it for redevelopment into an industrial park. The site work carries an estimated cost of about 6.07 million dollars. Foundry Commercial bought the roughly 28 acre property with its connected buildings for 18 million dollars earlier in 2026.

Burlington appears to be adding a second smaller Mandarin store
Burlington Stores appears to be pursuing a second Mandarin area location in about 28,020 square feet at Riverplace Shopping Center. The company indicated it would likely share more information later in the year closer to 2027 and said it has no current plans to close its existing Old St. Augustine Plaza store.

DeSantis signs Live Local Act amendment into law
Governor Ron DeSantis signed Florida House Bill 1389, which broadens the land eligible for the workforce housing law and limits how local governments can restrict qualifying projects. Eligibility expands to certain county, municipal, school district and qualifying religious institution properties when at least 40 percent of units are set aside as workforce housing for 30 years, and counties can no longer use setbacks or stepbacks to cap project height. The measure takes effect July 1, 2026.

Owners seek density bonuses for 146 apartments near Kendall hospital
The Serralta Family Trust filed a pre-application for 67 apartments at 8401 Southwest 94th Street, while Cape Summit 69 Holdings proposed a nearby three story project that its attorney said would be amended to 79 units. Both sites sit within half a mile of the Kendall Drive rapid transit corridor, where the county allows 36 units per acre plus a 25 percent density boost when at least 10 percent of units are workforce housing. Nearby residents filed objections and the plans require Community Zoning Appeals Board approval.

Nassau County data center committee begins drafting recommendations
The county's fact finding committee on data center development entered a drafting phase, working within a 30 day window during the county's 12 month moratorium approved earlier in June. At its June 29 meeting the committee discussed a draft goal framework focused on preserving rural character while directing data center facilities to suitable locations. A legal analysis of a related state bill and a planned site visit to the Atlanta metro area were also on the agenda.

Builder pleads guilty in Nocatee custom home fraud case
Former Pineapple Corporation owner Spencer Calvert pleaded guilty to 45 felony charges tied to abandoned custom home projects in Nocatee's Vista at Twenty Mile neighborhood built between 2019 and 2023. Under a negotiated plea with the Seventh Judicial Circuit State Attorney's Office, he agreed to pay about 8.7 million dollars in restitution with a 1 million dollar upfront payment at sentencing, scheduled for July 14.

Lake planners advance Tiger Paw Estates single family plan near Groveland
Lake County's Planning and Zoning Board unanimously backed a developer request to replace unbuilt vacation homes and duplexes with estate style single family homes in a Groveland area subdivision. The proposed Tiger Paw Estates would hold 29 single family units on 47.8 acres straddling Phillips Road just south of County Road 565A. The change now heads to county commissioners.

Parker's Kitchen enters Clay County permitting at Orange Park Mall
Parker's Kitchen filed for its first Clay County store, a convenience store and fuel station on an outparcel in the former Sears parking lot at Orange Park Mall, 83 Blanding Boulevard. Kimley-Horn is the civil engineer, and the Clay County Development Review Committee was set to discuss the plan in early July. School Board to weigh surplus designation for Ortega Elementary

Downtown St. Petersburg tower lands 135 million dollar construction loan
Developers Focus and Bradford Allen secured a 135 million dollar construction loan from Affinius Capital for a planned 24 story tower at 275 5th Street in downtown St. Petersburg. The mixed use project is slated to include 373 apartments and about 6,384 square feet of retail, with amenities such as a pool, sun deck and coworking space. St. Johns County permits 69.3 million dollar Madison Seagrass apartments
St. Johns County issued building permits for the Madison Seagrass apartment community at 875 Florida 16 near Kenton Morrison Road in St. Augustine, covering six residential buildings, a clubhouse and three parking garages at a total cost of 69.3 million dollars. The roughly 278 unit project is being developed by Madison Capital Group under Florida's Live Local Act, with about 40 percent of units designated as attainable. Permits followed a March groundbreaking, allowing vertical construction to begin.

Site work permit issued for Fountains at Westside redevelopment
The city issued a permit on June 26 for a roughly 1 million dollar site work project at the former Westside Plaza at 5800 Ramona Boulevard, which Cross Regions Group is redeveloping as the Fountains at Westside. Final Clay County segment of the First Coast Expressway set to open June 29
The Florida Department of Transportation expects to open the final Clay County segment of the First Coast Expressway by midday Monday, June 29, completing the toll road's full Clay corridor and connecting three Northeast Florida counties on a project that began in late 2019. The new stretch runs between U.S. 17 and Leonard C. Taylor Parkway, includes three new bridges, a new drainage system and all electronic tolling, and adds signals at Leonard C. Taylor Parkway that let drivers head north onto the expressway directly off the Shands Bridge.

Ellianos Coffee cleared for construction near Pottsburg Creek on Beach Boulevard
The city issued a construction permit June 25 for an 820 square foot Ellianos Coffee drive-thru kiosk on a 0.75 acre site at 8700 Beach Blvd., west of Southside Boulevard and east of Pottsburg Creek near a Walmart Supercenter. Permits tied to SimQ Development total close to 1.28 million dollars, with site clearing approved June 16. The location could become the Lake City based chain's 18th store opened or planned across Baker, Clay, Duval, Nassau and St. Johns counties.

Demolition planned in Old Arlington for a Dutch Bros Coffee kiosk
The city is reviewing a demolition permit for the former Arlington Flower Shop at 7130 Merrill Road in the Lake Lucina area to clear the way for a Dutch Bros Coffee drive-thru and walk-up kiosk. Samsula Demolition of New Smyrna Beach is listed on the roughly 33,050 dollar job to remove the 61 year old building, slab and parking area. It would be one of about 15 Dutch Bros kiosks opened or planned across Northeast Florida.

The Florida Department of Transportation expects to open the final Clay County segment of the First Coast Expressway by midday Monday, June 29, adding signals at Leonard C. Miami-Dade school board revives parking-lot swap with Crescent Heights for new Omni headquarters
Miami-Dade County Public Schools approved a revived agreement to relocate its district offices into a planned 43-story mixed-use tower in Miami's Omni area developed by Crescent Heights. Take 5 Oil Change is proposing a Middleburg location on the east side of Blanding Boulevard, just south of Old Jennings Road and about 1.5 miles north of the First Coast Expressway, which would be its third Clay County store. BGE is the civil engineer and COR3 Design is the architect. The Clay County Development Review Committee was scheduled to review the proposal in late June.
