Alford Farms matters less for what it is today and more for what it signals. For decades Putnam County new construction has been local custom builders, on-your-lot builds, and manufactured homes on land — national production builders largely skipped the market. A 700-home concept with D.R. Horton attached, tapping expanded county water and sewer along SR 207, is the clearest sign yet that the tract-builder model is testing East Palatka. If it delivers, it would be one of the largest single subdivisions in the county.

The public-record trail is real and specific: Putnam County case PUD24-000004, Planning Commission recommendation in June 2024, and BOCC approval on August 13, 2024 under Ordinance 2024-017 by a 4-1 vote, rezoning roughly 165 acres from AG to PUD. A St. Johns River Water Management District application (file 224892-1) and follow-on engineering are also in the record. That is a genuine approval trail, not a rumor.

But approval is an early milestone, not a finish line. The concept ceiling of 700 homes has already moved — later engineering documents reference a 559-lot layout, which is normal as a plan is refined against wetlands, setbacks, and infrastructure. Final recorded plat, final lot count, pricing, floorplans, and a sales-launch date are all still unconfirmed as of this writing. Treat every number here as a concept-stage figure until the plat records.

The location logic is straightforward. East Palatka sits in Putnam County just west of St. Augustine, and SR 207 is the direct corridor toward St. Augustine and I-95. A buyer priced out of St. Johns County new construction is exactly who a production builder would target here — closer-in land cost, a workable drive north, and an entry price the St. Augustine market can no longer offer. That is the bet Alford Farms represents.

An approved plan, not a sales center

The single most important thing to understand about Alford Farms is its stage. The rezoning cleared in August 2024, which authorizes the PUD land use. It does not mean lots are platted, priced, or for sale. Large developments move through engineering, permitting, and infrastructure — water, sewer, roads, stormwater — before a single home is released. On a project of this scale that gap between approval and first closing is routinely measured in years, not months.

The commercial component is part of what makes this a planned development rather than a plain subdivision. The concept includes roughly 60,000 square feet of non-residential space alongside the homes. Whether that materializes as approved, and on what timeline relative to the housing, is one of the open questions — mixed-use commercial often trails the rooftops that support it.

D.R. Horton appears as the agent in county filings and reportedly has land under contract along SR 207, but a builder acting as the entitlement agent is not the same as a confirmed vertical builder with a released price sheet. Until D.R. Horton — or whoever ultimately builds — opens a sales office and publishes plans and pricing, the builder identity for the homes should be treated as probable, not locked.

For anyone doing diligence, the East Palatka rural context carries specific items to verify at the parcel level: flood-zone designation (many Putnam parcels carry AE designations), wetlands and environmentally sensitive land, and whether the community will carry a CDD bond or HOA assessment to fund its infrastructure. None of those are published for Alford Farms yet, and each materially affects carrying cost.

Because nothing has closed inside Alford Farms, there are no in-community comparables. Valuation, when sales begin, will have to lean on the builder's base-plus-options pricing cross-checked against East Palatka and SR 207 resales — a thin evidentiary base that argues for conservative underwriting when the community does open.

The location and the amenities are priced into every listing in Alford Farms. The deal is won or lost on condition, the comps, and the renovation math.
