Start with status, because it governs everything else: Sea Grove Village has not been approved. The team has been working a mixed-use PUD rezoning with the City of Fernandina Beach, including moving the majority of the site under city jurisdiction and rezoning at least one industrially-zoned parcel to residential. As of July 2026 we found no record of a city commission approval. Nothing on this page is a commitment, a price, or an availability date, and no one can sell you a home here yet.

The team is the most substantive thing about the project. Jack Healan Jr. was central to Amelia Island Plantation's development from 1978 to 2010, along with Marsh Lakes and Brady Point Preserve; he is joined by Jack Healan III and John Hillman. On Amelia Island, that is about as strong a development track record as exists. It does not guarantee entitlement, but it does mean the plan is coming from people who have actually delivered communities on this island.

The proposed program is roughly 150 homes — earlier reporting said 160, and the drift is itself a signal that the plan is not fixed — across a deliberately mixed product set: eight 75-foot custom single-family lots, townhomes, cottages and cottage courts, duplexes and quadplexes, live/work units, and hotel cottages tied to a planned boutique inn. Stated pricing spans roughly $300,000 to $2 million-plus. That range is the point: it is an attempt at a multi-generational, mixed-price village rather than a single-product subdivision.

One structural caveat matters for ownership buyers. The developer has said a portion of the units — notably small studios above retail — will likely become long-term rentals, and the hotel cottages are by definition not for-sale residential. The for-sale core is the single-family, townhome, cottage and duplex product. Do not assume the whole 150 units are ownership inventory.

The commercial component is substantial for a project this size: roughly 30,000 to 40,000 square feet of retail including a food hall, restaurants, an outfitter, wellness studios and design shops, organized around a village green, plus a marsh-front hotel and event center with a pool and dock at the west end. That is what would make it a village rather than a subdivision — and it is also the part most likely to be reshaped in entitlement review.

A naming note for buyers searching online: there is an existing, unrelated Sea Grove subdivision in Fernandina Beach. Sea Grove Village is a separate, proposed project on Bailey Road. Confirm which one a listing refers to.

A pre-entitlement project, tracked honestly

The site sits on 23 to 24 acres on Bailey Road, just before the Ybor Alvarez soccer fields, at the entrance to Crane Island and adjacent to the Simmons Road bike path. Geographically that is mid-island — between historic downtown Fernandina to the north and the south-end resort corridor. Mid-island has historically been the part of Amelia Island with the least new for-sale product, which is a large part of why this site is interesting.

The proposed density and mix are unusual for the island. Cottage courts, duplexes, quadplexes and live/work units are a different urban form than the low-density single-family and resort-villa product that dominates Amelia Island. Whether that form survives neighborhood and commission review intact is the central open question, and it is the question that will determine the eventual price points.

The developer's own estimate was four to five years to completion from approval. Approval has not happened. A buyer treating this as a near-term housing option is mistiming it; a buyer tracking it as a two-to-five-year possibility is reading it correctly.

What would move this from watch-list to real: a City of Fernandina Beach commission vote on the PUD rezoning, the industrial-parcel rezoning to residential, a named homebuilder, and a published, product-specific price list. None of those exist as of July 2026. When they do, the honest analysis changes substantially and this page will change with it.

For buyers who want mid-island now, the current options are resale — the established mid-island subdivisions and the Crane Island community immediately adjacent to this site. Sea Grove Village is not a substitute for those yet, and treating it as one risks passing on available inventory for something that may not be entitled.
